Hawaii Initiates Rule Changes Mandating the Use of Evidence Based Medicine and the Implementation of the Use of the American College of Occupational and Environmental Medicine (ACOEM), and the Official Disability Guidelines (ODG) following "The California Experience" based on California Reform of 2004. Hawaii recently enacted rule changes closely paralleling the "California Experience" in Workers' Compensation. Governor Lingle and Director Befitel believes that California has demonstrated effective reform that can be duplicated in Hawaii by following the California experience. Parthenia Medical Group physicians have been treating injured California workers since 1983 (22 years) and have experience every reform initiated during this time. PMG Medical Director Dr. Bruce Hector was appointed by the California Administrative Director of workers compensation to the committee that help draft the criteria that constituted the various levels of an Independent Medical Evaluation, and was recently appointed Liaison between the California Medical Association and the California Senate Committee on Health and Safety in Workers’ Compensation as the Guru on the AMA Guides. Dr. Hector also acts as Medical Reviewer for the largest workers compensation insurance company in California, the State Compensation Insurance Fund.
In Dr. Hector's role as Medical reviewer for the State Compensation Insurance Fund he has become intimately familiar with the criteria established in the American College of Occupational and Environmental Medicine as the basis for "best practices" to assure that the injured workers receives the proper treatment, and that requests for treatment are reasonable and fall within the scope of ACOEM. Dr. Hector also maintains an on-going relationship and dialogue with the heads of the Official Disability Guidelines (ODG) and has a working knowledge of the ODG use and application.
As PMG Medical Director Dr. Hector has trained all PMG physicians in the use and application of ACOEM and ODG, and is currently delivering seminars on "The Use and Application of Evidence Based Medicine in the IME, Treatment of Injured Workers and the California Experience."
